How to Build an AI Development Team in Vietnam in 2026
Building AI Capability: Part 2
In Part 1 of this series, we examined what it takes to hire AI...
From exploring international talent to establishing its own subsidiary, Noria wanted to build lasting capability within its business. FWH supported that journey with recruitment, local operational support and an environment where colleagues across Norway and Vietnam could work as one team.
Noria provides insurance software, consultancy and digital transformation services to the financial services industry. Its work combines technical expertise with a detailed understanding of customers’ businesses.
Expanding internationally offered access to additional expertise and a competitive cost base. The ambition was to strengthen Noria’s own organisation, with colleagues who could take responsibility and contribute over time.
After an unsuccessful attempt to expand into Vietnam through another provider, Noria CEO Ronny Reppe contacted Facilitated Work Hub in 2016. The first phase of the plan was to recruit a core team of local developers in Vietnam and integrate them into Noria’s R&D team in Oslo and Sandefjord. The second phase was to establish a subsidiary in Ho Chi Minh City and transfer the developers to the new company to support further growth.
Noria Vietnam was the first company FWH helped establish in Ho Chi Minh City, Vietnam.

FWH helped Noria establish its wholly owned subsidiary, Noria Vietnam Company Limited. This gave Noria its own local organisation, supported by FWH’s established presence and business support services.
FWHs involvement covered local management, payroll administration, HR and accounting. Noria’s developers worked directly with their colleagues in Norway, retaining a clear connection to the company they belonged to and the products they developed.
For Noria, this combined ownership with practical support. Building a subsidiary did not mean having to develop every local support function independently from the outset.
During a visit to Vietnam to get to know his team better, Ronny Reppe spoke with us about his experience of establishing a business abroad and shared his advice for other companies considering the same journey.
“I don’t believe in moving tasks or entire business functions offshore. Outsourcing was never for us. Expanding our team to bring in new expertise, however, is a different matter. Asia offers access to a large pool of highly skilled professionals, which can be difficult to find in Norway. Of course, there is also a financial advantage.” - Ronny Reppe

Noria expected its developers to work independently, take responsibility and understand the wider business context. Daily scrum and video meetings connected colleagues across locations, supporting a shared development process.
FWH’s contribution included helping colleagues navigate differences in working practices and communication. Our Norwegian Cultural and Collaboration Advisor in Vietnam supports this through local guidance and day-to-day follow-up.
The aim is to create an environment where specialists can ask questions, share ideas and become integrated members of the client’s organisation.

Noria’s subsidiary operated within FWH’s wider technology community. Its employees had their own company identity while sharing an office environment with other experienced technology professionals working for their respective clients.
The company also recognised FWH colleagues for going the extra mile in looking after its team. This local support gave Noria’s Norwegian organisation confidence that its employees in Vietnam were in good hands.
The collaboration created space for long-term relationships, with multiple colleagues celebrating their five-year anniversaries with Noria. Highlighting both their contributions and direct collaboration with colleagues in Norway.

In 2025, Noria Vietnam QA tester Diem Luc received FWH’s Cultural Champion Award. Having worked with a Norwegian team since 2022, she highlighted a flat structure, knowledge sharing and equal participation as important parts of the experience.
“We all work together as equals.”

For Diem, motivation also came from team relationships, everyday interactions and shared trips. Her experience illustrates how integration develops through both working practices and personal connections.
FWH helped Noria establish its Vietnam subsidiary and recruit eight senior frontend developers with PHP and Angular expertise, including one who also served as technical architect. The team later grew to 10 developers and two senior testers.
Alongside company registration and licensing, FWH provided local management, administration, office facilities and day-to-day operational support. This allowed Noria to focus on developing its products and growing its own team in Vietnam.

In 2026, Noria moved its subsidiary out of FWH’s office environment, bringing the collaboration to an end after 10 years of close collaboration.
This was a natural progression for an established subsidiary. Noria had its own organisation and team in Vietnam, with a foundation built over years of recruitment, collaboration and local operational support.
FWH’s subsidiary service allows that relationship to evolve. Clients can establish their own company while operating within our environment and using our local support, then move towards a separate setup as their needs develop.
“The biggest pitfall is not understanding what you’re getting into. Running a company abroad requires active involvement, just like opening a new office would. You need to stay engaged! FWH CEO, Øystein Baeko, plays an important role in making this work. It comes down to having someone on the ground who can identify challenges early and address them."
“FWH’s main strength is a solid framework supported by capable people who understand how this works. It really is that straightforward. The success of our collaboration comes from experience and expertise, not magic,” Reppe concludes.

Noria’s experience shows how international expansion requires more than finding qualified people. It also requires a structure that supports those people and connects them to the wider business.
FWH contributed through:
For Noria, the result was a lasting technology presence in Vietnam. FWH helped provide the people, structure and local support behind that development.

In 2026, Noria moved its subsidiary into separate premises, bringing the collaboration with FWH to a close after 10 years. This marked a natural next step for an established team and business that FWH had helped build and support.
Noria’s story demonstrates how access to international expertise, combined with local support and close integration, can create a lasting foundation for growth.
DNV Imatis develops digital solutions that help healthcare professionals coordinate information, communication and patient workflows. As international demand grew, the company needed more qualified developers to support its ambitions. Finding the right people locally was proving difficult.
